Member Training Delivery Preferences
In applying for a DCEO-funded training opportunity for our members, IMA needs information about options for delivering courses and tests offered by the Manufacturing Skill Standards Council (MSSC), the national leader in certifying the core technical knowledge of front-line production and material handling workers. In September 2008, the IMA Board passed a resolution recommending that IMA members take MSSC certification into account in their recruitment and hiring practices. I. Certified Production Technician (CPT) Training

BACKGROUND

MSSC Four Production Modules: MSSC offers training and certification in the following critical work functions of production applicable to all manufacturing sectors:

  • Safety: Personal protective equipment; fire & electrical safety; work area safety; hazardous material safety; tool & machine safety; material handling safety
  • Quality Practices & Measurement: Quality systems; SPC, control charts; continuous improvement; quality inspections; quality audits; verification & documentation; blueprint reading; basic measurement; precision measurement tools; dimensional gauging.
  • Manufacturing Processes and Production: Customer contact; creating products; types of production; mechanical principles; mechanical linkages; production materials; materials testing & selection; production processes; machining processes; machine tooling; machine operations; tool & equipment use; equipment procedures; production planning & workflow; production components; production control; documenting the process; product packaging; product distribution.
  • Maintenance Awareness: Preventive maintenance & routine repair; indicator monitoring; housekeeping; recognition of potential maintenance issues with basic production systems: electrical, pneumatic, hydraulic, machine automation, lubrication, bearings & couplings, belts and chain drives.

"Fast Track" Courses

For purposes of this grant, MSSC is offering its courses for these 4 CPT modules only in a fully online "Fast Track" format, which incumbents can take on their own time at any location, including their own homes, with a high-speed DSL line. This format, recommended only for incumbent workers or job applicants with prior manufacturing experience, requires about 18 hours of study for each module, backstopped by a MSSC-Certified mentor available on call to support this self study. Through the MSSC Learning Management System, mentors can track the progress of each trainee.

Training Delivery Option Costs

For purposes of this grant, MSSC is offering IMA members non-profit rates (in lieu of industry retail rates) for its courses and tests. MSSC prices are constant, with training delivery by other organizations the main additional cost. The rates below are for three options for delivering MSSC courses and tests to incumbent workers for all four modules and for MSSC certification training for instructors and test sites:

  • Community College Training Delivery: $3304 per student (estimate)
  • IMA Contractor Training Delivery: $2656 per student
  • Company Training Delivery: $711 per student

In reviewing these prices, please bear in mind that the CC and IMA options include the added cost for instructors and supporting infrastructure. The company option does not include company costs for paying their own trainers and using their own training facilities, if they chose to offer those facilities to "Fast Track" trainees.

II. Certified Logistics Associate (CLA)/Certified Logistics Technician (CLT) Training

BACKGROUND

MSSC Two Logistics Modules: MSSC offers training and certification in at the foundational level (CLA) and mid-technical level (CLT). CLA is a prerequisite for CLT. The critical work functions of production applicable to front-line material handling personnel covered by these two credentials are the following:

  • CLA: Global logistics supply chain; logistics environment; material handling equipment; safe material handling & equipment operations; quality control principles in logistics; communication; teamwork; workplace conduct; using computers.
  • CLT: Product receiving; product storage; order processing; packaging & shipment; inventory control; safe handling of hazardous material; evaluation & selection of transportation modes; dispatch & tracking operations; metric conversion.

Course Format

Courses last about 38 hours each and are delivered in a "blended" learning environment: half instructor-led in classroom, half in a computer lab under instructor supervision. MSSC does not yet offer a "Fast Track" version of its CLA and CLT courses.

Training Delivery Option Costs

For purposes of this grant, MSSC is offering IMA members non-profit rates (in lieu of industry retail rates) for its CLA and CLT courses and tests. MSSC prices are constant, with training delivery by other organizations the main additional cost. The rates below are for three options for delivering MSSC courses and tests to incumbent workers for both the CLA and CLT modules and for MSSC certification training for instructors and test sites:

  • Community College Training Delivery: $1795 per student (estimate)
  • IMA Contractor Training Delivery: $1481 per student
  • Company Training Delivery: $508 per student

In reviewing these prices, please bear in mind that the CC and IMA options include the added cost for instructors and supporting infrastructure. The company option does not include company costs for paying their own trainers and using their own training facilities, if they chose to offer those facilities to trainees.
